
Belleville’s Planning Advisory Committee is being asked to approve a staff recommendation which would set the stage for residential development of a former brownfield site.
The applicant, EcoVue Consulting Services Inc. is seeking a rezoning for the area of 621 Dundas Street East from Environmental Protection to Residential Land Use, creating a new East Bayshore Planning sub-area.
The former property of Bakelite currently sits vacant and has been largely excavated to bedrock.
The final design of the development, including the street and trial network, density and total number of units will be confirmed through future planning applications.
Staff note in the report due to previous industrial activities that took place on the land, further technical analysis and site remediation must occur prior to any residential development being permitted on the property.
Staff received 29 letters objecting to the rezoning. Major concerns were the negative effects on climate change, the impact on the waterfront, wildlife habitats, contamination from proposed apartment buildings, loss of existing trails and traffic concerns.
EcoVue Consulting Services Inc. edited the plan to show a possible location for a future trail extension through the area, as well as an extensive trail network along the edge of the development lands, adjacent to the shoreline wetland features.
Staff are recommending the rezoning along with special policies to address future environmental impact study requirements and future parkland dedication considerations.
The Planning Advisory Committee meets at 5:30 Monday (April 4).
