Several large construction projects in the Belleville push permit revenues higher for municipal coffers.

Large construction projects helped Belleville record $18 million in construction value in December 2025 as compared to the same month in 2024.
Belleville’s building department issued 46 new building permits in December as compared to 31 permits for the same month the year before.
Total construction value registered for December in Belleville, according to statistics provided The Intelligencer by the city’s Building Department, show a recorded $18 million in projects compared to $5.1 million the year before.

The increase in December 2025 construction values was primarily due to four permits issued totaling around $14 million, including $10 million in upgrades at Procter & Gamble, $1.1 million in renovations at Memorial Marketplace, $1 million in upgrades at Bank of Montreal on Front Street and $1 million in alterations by Quinte Health.

Municipal revenue from the permits issued by the city for December amounted to $157,994 compared to $36,844 in the same month in 2024.

Three permits were issued in December for new residential construction projects valued at $1.7 million while 25 permits were issued for “other” residential projects valued at $1.8 million.

Residential permits in total for both categories resulted in $28,369 in revenues for the city in December.

In the new commercial category, one permit was issued for $245,000 in construction value resulting in $3,420 in building permit revenue.

In the “other” commercial category, Belleville issued 10 new permits for projects valued at $3 million which resulted in $21,707 in permit revenue.

Three “other” industrial permits were issued in December with $10.1 million in construction value worth $91,090 in permit revenue.

One “other” government/institutional permit was issued in December for a construction value of $1.2 million in construction value resulting in $13,157 in permit revenue.

Year to date last year, there were 67 permits issued for new residential projects valued at $41.5 million for $269,000 in permit revenues.

From January to December 2025, 333 “other” residential permits were issued for a construction value of $14.8 million resulting in $185,373 in permit revenue.

In 2025, seven new commercial permits were issued for a construction value of $16.9 million resulting in $59,522 in permit revenues.

A further 127 “other” commercial permits were issued last year for a construction value of $15.9 million netting $124,138 in permit revenues.

Two new industrial permits were issued last year valued at $530,000 in construction value and $4,348 in permit revenues for Belleville.

There were 28 “other” commercial permits issued in 2025 with construction value of $69.3 million resulting in $235,201 in permit revenues.

A total of 177 residential units were built in 2025.
